In 2025, Shanghai’s tourism has seen a sharp rebound, while its inbound travel has also increased remarkably. The city received a total of 9.36 million international visitors throughout the year, showing a year-over-year increase of 39.58%. This indicates that Shanghai remains the primary gateway for tourists from all over the world to China, as this city charms them and has also recovered well after the pandemic.

Strong Year-End Momentum: A Record December

The momentum in inbound tourism accelerated notably towards the end of the year. December alone saw a remarkable rise in visitor numbers, with over 1.07 million arrivals—an increase of 45.56% compared to the previous December. This sharp growth was fueled by both short-term visits and longer stays, indicating a robust demand for Shanghai as a prime destination. Additionally, overnight stays played a dominant role in these numbers, underscoring the city’s growing appeal for longer-term travel.

In December, Shanghai recorded 1.04 million overnight visitors, a jump of 47.72% from the previous year. The total number of overnight visitors for 2025 reached 8.79 million, representing a 45.09% growth compared to the previous year. These figures suggest that Shanghai is not only attracting a larger number of visitors but also continuing to gain popularity as a destination for extended stays.

Diverse Source Markets Drive Growth

A key factor behind Shanghai’s surge in inbound tourism is the increased number of visitors from various international markets. South Korea emerged as the leading contributor to the growth in inbound visitors, with arrivals more than doubling to 909,100, reflecting an increase of 103.62% year-over-year. Other significant increases came from Russia, where December arrivals jumped by 93.58%, contributing to a 59.23% rise in total Russian visitors for the year.

Thailand, Indonesia, and Italy also played crucial roles in this growth, with visitor numbers up 70.16%, 62.13%, and 52.43%, respectively. Traditional markets such as Singapore, Malaysia, and Australia also demonstrated steady growth, each contributing more than 30% increases in inbound visitors. This diverse mix of source markets highlights Shanghai’s broad-based appeal and its ability to attract both regional and long-haul travelers.

Travel Agencies Capitalize on Inbound Growth

Travel agencies have seen their role expand significantly, capitalizing on the surge in inbound tourism. In 2025, these agencies organized a total of 180,500 inbound visits, marking a substantial 97.39% increase from the previous year. December alone saw an impressive 102.48% increase in agency-organized visits, with 13,300 inbound tourists benefiting from agency services.

Travel agencies also accounted for 274,900 inbound visitors during the year, a rise of 55.49% from 2024. Of these visitors, 231,700 were overnight stays, signaling an increasing demand for longer stays and more personalized travel services. This growth in agency-organized tourism further underlines the expanding role of travel professionals in facilitating inbound travel and meeting the needs of international tourists.

Hotel Demand Reflects Strong Tourism Activity

The increase in inbound tourism also had a positive impact on Shanghai’s accommodation sector. Several hotels catering to international visitors reported strong performance throughout 2025. High demand was seen at boutique hotels, particularly in areas with scenic views and unique cultural appeal.

For instance, the Yangtze Boutique Shanghai, which attracts many European travelers, recorded that international guests made up 66% of its clientele. Other prominent hotels, such as the Broadway Mansions Hotel and Moller Villa, also reported significant numbers of international guests, underscoring Shanghai’s status as a destination offering a mix of modern luxury and historic charm. The InterContinental Shanghai Ruijin also witnessed a strong share of foreign guests, with 25% of its visitors coming from abroad.

Sustained Growth in Hotel Occupancy Rates

Shanghai’s accommodation sector experienced continued growth in 2025, with occupancy rates for both star-rated hotels and other lodging options staying at stable levels. In December, star-rated hotels saw an occupancy rate of 63.30%, slightly higher than the 63.29% recorded for other types of accommodations. For the full year, star-rated hotels enjoyed an average occupancy rate of 65.86%, reflecting a 2.00 percentage point increase compared to the previous year.

The higher-end segment of Shanghai’s accommodation market performed particularly well. Five-star hotels in the city recorded an average occupancy rate of 70.71% in December, a 4.45 percentage point increase over the previous year. The annual average for five-star hotels was 71.30%, reflecting a steady increase of 2.81 percentage points. This surge in demand for high-end accommodations reflects the growing appeal of Shanghai for luxury travelers seeking premium experiences.

Rising Room Rates Highlight Increased Demand

As a result of strong demand, average daily room rates in Shanghai also saw a significant increase in 2025. In December, the average daily rate for hotel rooms reached RMB 1,045.32, up 9.29% from the same month in 2024. For the entire year, the average room rate was RMB 978.80, marking an overall increase of 9.29% compared to the previous year. This rise in room rates is a direct reflection of the heightened demand for accommodation in the city, especially in the high-end segments, which cater to an increasing number of international tourists.

Shanghai Poised for Continued Growth in Tourism

Looking ahead, the outlook for Shanghai in terms of attracting a growing number of international visitors continues to be positive. This is because of the improvements in tourism-related infrastructures and the relative prescience of infrastructural and tourism development strategies geared towards high-end tourism.

Shanghai’s excellent performance in 2025 confirms the city’s position as a top urban tourism destination in Asia and the world at large. As international travel activity continues to pick up and advance, Shanghai is likely to witness increased growth in tourism, considering the diversified source markets and the strong tourism infrastructure in place that is ready to support this growth in demand.
